East Alton Public Library District

The regular meeting of the East Alton Public Library District Board of Trustees was called to order at 5:47 p.m. by Maggie Funke at the library. Those in attendance were C. Wiegand, J. Richie, J. Bricker, S. Hierman, A. Harris and L. Silkwood.

Also present was the Director, Richard Chartrand.

7 present, 0 absent. Quorum established.

·         Tax Computation Report for Madison County -    Tax Year: 2020






            Motion: Hierman       Second: Silkwood                             Approve wages and expenditures as presented for April 2021.

Roll call vote: Hierman, aye; Silkwood, aye; Harris, aye; Wiegand, aye; Funke, aye; Richie, aye; Bricker, aye. 7 ayes, no nays, 0 absent.                                     Motion carried.










May 2021

1.      Volunteer hours for April were 12.5.

2.      I signed off on the Tax Computation Report for tax year 2020. The Rate Setting EAV was $112,031,996. A draft of the budget will be included in the board packet. The 2019 Rate Setting EAV was $107,563,362.

3.      Tax-Aide program recap for East Alton:

·         Served nearly 250 clients

·         Prepared over 450 tax returns

·         Facilitated almost $253,000 in Federal Tax Refunds

·         Facilitated over $15,000 in State Tax Refunds

4.      The Public Hearing for the Appropriation Ordinance will be July 15, 2020 at 5:15PM. This will be on the Agenda under “New Business”.

5.      Andy has begun his spring gardening. There is new mulch.

6.      On May 5th we began opening at 9:30AM instead of 10AM. There is also one additional public computer available.

7.      In June the library will close on Monday-Thursday at 5:30PM, instead of 5PM.

8.      The book sale table is full. The adult history section is being weeded.

9.      A replacement tax check in the amount of $34,725.19 was disbursed on May 13, 2021.



May 14th, 2021

The May SWAYS meeting was accomplished on May 12, 2021 using ZOOM.

Today’s meeting began with an announcement that the Performer’s Showcase will be held in St. Louis from September 29th to October 1st of this Fall 2021. This show gives Illinois librarians a preview of possible entertainment choices for the upcoming Summer Reading programs.

The following new SWAYS officers were voted on and approved:

            Jacob Baker - Six Mile Granite City, Co-Chair

            Megan Prueter - Edwardsville, Secretary

            Erica Young - Six Mile Granite City, Treasurer

Possible meeting topics for next year was the next point of discussion. Possibilities mentioned were Diversity, Best Books, LGBTQ Awareness Resources, Teen Services, Environmental Awareness, Childrens’ Mental Health with Stephanie Malia Krauss, and Children’s Music.

We decided to schedule the first meeting this Fall over Zoom and to do a combination of in-person and zoom meetings for the 2021-2022 year. This way they said, we could have two meetings over Zoom and still quality for the free Cardinal Baseball tickets.

Tentative meeting dates were proposed for next year as September with Zoom, December in Highland, and a Wood River meeting at some point. Most libraries said they were not planning on resuming children’s programming until next Fall or Winter.

A short discussion followed regarding the importance of the incorporation of paper-log users into the Beanstack data for various reading challenges. Most libraries made accommodations for non-internet based logging, but try to discourage the use of paper logs at the same time.

Staff has been training on Beanstack this week, and the site should be ready to launch by early June. We are including bookmarks and half sheets with check-outs to promote the Summer Programs. I am hoping for the best.
